16-1-103. PURPOSE.

The Rosebud Sioux Tribal Council finds that the regulation of persons engaged in trade and business on the Rosebud Indian Reservation is necessary to safeguard and promote the peace, safety, morals and general welfare of the tribe. Accordingly, the Council declares that the tribe has the sole and exclusive authority to grant, deny or withdraw the privilege of doing business and utilizing tribal lands within the reservation, except such authority limited or withdrawn from the tribe by the application laws of the United States.
