18-13-104. CRITERIA FOR CONDITIONAL USES.

1. Special uses identified in Chapter Twenty One may be permitted only if it is shown that:
   1. There is no other reasonably practical alternative site for the use of elsewhere that would not cause greater disruption to the goals of this Title.
   2. The special use is designed and cited so as to minimize the utilization of high quality agricultural land for non-agricultural uses.
   3. The use does not materially alter the stability of the overall land use pattern of the Primary Agricultural Zone.
2. Other conditional uses may be permitted only if it is shown that:
   1. The use is compatible and does not interfere with agricultural activities on adjacent lands;
   2. Agricultural activities on adjacent lands are compatible with and do not interfere with the conditional use;
   3. The use is so designed and sited so as to minimize the utilization of high quality agricultural land for non-agricultural purposes; and
   4. The use does not materially alter the stability of the overall land use pattern of the Primary Agricultural Zone.
