5-15-33. RESTRAINT OF ANIMALS.

It shall be unlawful for any person owning or having charge of any animal except a domestic house cat to permit such animal to run at large, unless such animal is restrained by a leash not to exceed six (6) feet in length and is in charge of a person competent to restrain such animal. Such animal may be at large on the owner’s property, if contained within a secure fence that will keep the animal confined to the premises.
