10-2-15. No alcohol sale.

No licensee shall sell any alcoholic liquor to: (1) any person under the age of 19 years (2) any person who is intoxicated at the time or who is known to the licensee or his help to be a habitual drunkard (3) any person to whom the licensee has been requested in writing not to make any sale of alcoholic liquor, where such request is by the Tribal Court or the husband or wife of the person (4) any mentally ill or mentally retarded person.
